Designing and managing protected and conserved areas to support inland water ecosystems and biodiversity

Inland waters – such as rivers, lakes and other wetlands – are among the most biodiverse ecosystems on the planet. They are also the most threatened; almost one in three species is at risk of extinction and monitored populations of freshwater species have declined by 85% since 1970. The loss of these ecosystems has cascading effects on human livelihoods, cultures and our overall well-being. While protected and conserved areas can play an important role in bending the curve of inland water biodiversity and ecosystem loss, they have rarely been designed, designated, and managed for that purpose. Motivated by the Kunming-Montreal Global Biodiversity Framework’s inclusion of inland waters in the target to conserve 30% of the planet by 2030, this report provides guidance in employing protected areas and other effective area-based conservation measures to benefit these ecosystems and the biodiversity they support. Through a series of case studies and synthesized research, it highlights how integrating the unique needs of inland waters into area-based strategies can improve conservation effectiveness across all realms, build climate resilience and sustain critical ecosystem services.

Management Effectiveness Tracking Tool (METT4)

METT was one of the first tools developed under the IUCN WCPA Framework for protected area management effectiveness (PAME). Several versions and many adaptations have been produced, reflecting lessons learned. By 2016 the METT had been applied in 127 countries. METT-4 is presented in Excel format to aid implementation and compilation of results. The METT Handbook covers management effectiveness, advice on best use of the METT, case studies, and links to improving the quality of METT assessments using SMART, and using the site-level assessment of governance and equity (SAGE) tool.

Important Plant Areas (IPAs)

IPAs are key sites for exceptional botanical richness. They are identified using three criteria: threatened species, botanical richness (including socially, economically, and culturally valuable plants), and threatened habitats. IPAs contribute to implementing the Global Biodiversity Framework and are a component of National Biodiversity Strategies and Action Plans.

Ecologically or Biologically Significant Marine Areas (EBSAs)

This is a / EBSAs are / a CBD initiative to identify marine areas that serve important purposes in supporting the healthy functioning of oceans and the services they provide. EBSAs are identified according to seven criteria. Selection of EBSAs and conservation and management measures is a matter for States and competent intergovernmental organizations, in accordance with international law, including the UN Convention on the Law of the Sea.

Alliance on Zero Extinction (AZE) sites

An AZE site must contain 95% of the population of an ‘Endangered’ or ‘Critically Endangered’ species and have a definable boundary. These criteria are the equivalent of Key Biodiversity Area (KBA) criterion A1e.

Guidance on other effective area-based conservation measures (OECMs)

The Kunming-Montreal Global Biodiversity Framework, adopted in 2022, provides a framework for the effective implementation of the Convention on Biological Diversity (CBD) through four goals and 23 targets. Target 3 (known as the ‘30×30 target’) calls on Parties to conserve at least 30% of terrestrial, inland waters, and coastal and marine areas by 2030. These guidelines are designed to promote good practices relating to identifying, reporting, monitoring and strengthening OECMs. They are intended for use by a wide range of rightsholders and stakeholders to promote understanding of whether a site meets the CBD criteria for identifying an OECM, how to report OECM data at the national and global levels, and how to monitor and strengthen OECMs.

Ramsar Wetland Sites of International Importance

A Ramsar site is a wetland designated to be of international importance under the Ramsar Convention (The Convention on Wetlands). The convention provides for national action and international cooperation on the conservation and sustainable use of wetlands. Sites are identified according to any one of nine criteria. The Ramsar Classification System for Wetland Types has been developed by the Ramsar Convention. There are currently more than 2,400 Ramsar Sites around the world, covering over 2.5 million km². The Ramsar Sites Information Service (RSIS) provides online information on wetlands that have been designated as internationally important.

CBD Programme of Work on Agricultural Biodiversity

This CBD programme of work consists of four elements (assessment, adaptive management, capacity-building, and mainstreaming) and three cross-cutting initiatives (on conservation of pollinators, soil biodiversity, and biodiversity for food and nutrition). The programme of work identifies policy issues that governments can consider when addressing such matters, while considering various ways and means to improve the capacity of stakeholders and to promote the mainstreaming and integration of agricultural biodiversity into sectoral and cross-sectoral plans and programmes at all levels.

UNESCO World Heritage Sites

WH Sites identify, protect, and preserve cultural and natural heritage around the world that is considered to be of outstanding value to humanity. This is embodied in an international treaty called the Convention concerning the Protection of the World Cultural and Natural Heritage, adopted by UNESCO in 1972. Sites must be of outstanding universal value and meet at least one out of ten selection criteria to be included on the World Heritage List. The criteria are regularly revised by the Committee to reflect the evolution of the World Heritage concept itself.

These criteria are explained in the Operational Guidelines for the Implementation of the World Heritage Convention which, besides the text of the Convention, is the main working tool on World Heritage.

EDGE Protected And Conserved Area Fund

The EDGE of Existence programme was the first global conservation initiative to focus specifically on threatened species that represent a significant amount of unique evolutionary history.

Using a scientific framework to identify the world’s most Evolutionarily Distinct and Globally Endangered (EDGE) species, the EDGE of Existence programme highlights and protects some of the most unique, extraordinary, and overlooked species on the planet. EDGE species have few close relatives on the Tree of Life and are often extremely unusual in the way they look, live and behave, as well as in their genetic makeup. They represent a unique and irreplaceable part of the world’s natural heritage, yet an alarming proportion are on the verge of extinction.

To safeguard these species, we are committed to supporting, strengthening, and diversifying conservation leadership in critical regions. The EDGE Fellowship exemplifies this commitment. It is a 28-month fellowship for local early-career conservationists from lower- and middle-income countries. We equip these emerging leaders—EDGE Fellows—with the knowledge, skills, and opportunities required to advance their careers and spearhead effective conservation efforts for the world’s most unique and extraordinary species.

The extinction of species is a call to action for all of us, and we stand ready to answer that call and contribute to a healthier and vibrant planet for all species.

CBD Guidance on enhancing positive and minimizing negative impacts on biodiversity of climate change adaptation activities

This document was produced by the CBD Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA) in 2016. It provides guidance on enhancing the positive and minimizing the negative impacts on biodiversity of climate change mitigation and adaptation activities, based on recent literature, case studies, and experience.

Section I presents the main principles of enhancing positive and reducing negative impacts of climate change adaptation activities on biodiversity. Section II provides guidance on enhancing positive and minimizing negative impacts of climate change adaptation activities, with specific examples from different sectors and ecosystems. Section III provides examples of tools to enhance the benefits and reduce the negative impacts of mitigation on biodiversity, with references to other reports where additional information can be found.

The Intergovernmental Panel on Climate Change (IPCC)

The IPCC is the United Nations body for assessing the science related to climate change. The objective of the IPCC is to provide governments at all levels with scientific information that they can use to develop climate policies. IPCC provides regular assessments of the scientific basis of climate change, its impacts and future risks, and options for adaptation and mitigation. IPCC reports are also a key input into international climate change negotiations.

An open and transparent review by experts and governments around the world is an essential part of the IPCC process to ensure an objective and complete assessment and to reflect a diverse range of views and expertise. Through its assessments, the IPCC identifies the strength of scientific agreement in different areas and indicates where further research is needed. The IPCC does not conduct its own research.

The IPCC has completed its Sixth Assessment cycle, during which it produced Assessment reports from its three Working Groups, three Special Reports, a Methodology Report, and the Synthesis report (SYR 6) which was finalized in March 2023.

IUCN guidelines for gathering of fishers’ knowledge for policy development and applied use

Small-scale fisheries provide food security, livelihoods and income to millions of people but their management still presents a challenge to managers and other stakeholders due to problems in gathering suitable information and its incorporation in fisheries policy. Fishers are a key source of knowledge for assessment of both extractive capacity and value in small-scale fisheries, in addition to providing a broad array of cultural knowledge. The increasing recognition of the value of incorporating traditional fishing knowledge in freshwater, riverine, lacustrine and coastal and marine fisheries management is now evident in international conventions and published literature. The purpose of these guidelines is to make it easier for users to recognise and include fishers’ knowledge as an important data stream in resource management. The report includes details on the breadth of knowledge that can be gathered, how it can be gathered, and how this information can be applied to support sustainable fisheries policy and broader applications in society. It contains case studies from Africa, Asia, the Caribbean, Central and South America, and the Pacific.

Guidelines for wildlife disease risk analysis

This IUCN-OIE publication provides an overview of the science-based processes and tools available for wildlife disease risk analysis and their application to a broad range of contemporary issues, including human-wildlife interactions, domestic animal-wildlife interactions and the impacts of massive ecological change on biodiversity conservation. The guidelines will be of value to those policy makers and decision makers faced with the social, political and technical complexities involved in wildlife-disease-associated scenarios.This is a companion volume to the Manual of Procedures for Wildlife Disease Risk Analysis.

TRAFFIC Learning Centre

The TRAFFIC Learning Centre contains online courses, presentations, case studies, and guidelines that support legal trade and assist action on illegal trade. A “search” facility allows users to filter resources by format.

Global Invasive Alien Species Information Partnership

Global Invasive Alien Species Information Partnership (GIASI Partnership) supports CBD Parties who are committed to implementing the various decisions under the CBD pertaining to the prevention, eradication, and control of invasive alien species.

Universal Ranger Support Alliance (URSA)

A coalition of conservation organisations supporting and promoting the International Ranger Federation to build a network of well-supported, professional, and capable rangers, who can act effectively as custodians of the natural world. It has produced numerous guidelines and standards of relevance to professionalizing the ranger work-force, including a Code of Conduct, ranger competences, and a document on how rangers support delivery of 30×30. There are 8 organizations URSA can be linked with (for filtering purposes).

PANORAMA – Solutions for a Healthy Planet

The PANORAMA platform documents and promotes examples of inspiring solutions on conservation and sustainable development topics. PANORAMA allows practitioners to share their experiences, increase recognition for successful work, and to learn how similar challenges have been addressed around the globe. Over 1200 case studies are presented in a standard format that identifies “building blocks” (key success factors) and the context in which solutions were implemented. Solutions consist of elements that can potentially be replicated or scaled up in other geographic, social, or sectorial contexts. The PANORAMA initiative has many partners. The partnership secretariat is jointly managed by IUCN and GIZ.

Nagoya Protocol on Access and Benefit-sharing

The Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization to the Convention on Biological Diversity. is a supplementary agreement to the Convention on Biological Diversity. It is a transparent legal framework for the effective implementation of the fair and equitable sharing of benefits arising out of the utilization of genetic resources, thereby contributing to the conservation and sustainable use of biodiversity. The Nagoya Protocol sets out core obligations for its contracting Parties to take measures in relation to access to genetic resources, benefit-sharing and compliance. The Nagoya Protocol addresses traditional knowledge associated with genetic resources with provisions on access, benefit-sharing, and compliance. It also addresses genetic resources where indigenous and local communities have the established right to grant access to them. Contracting Parties should take measures to ensure these communities’ free, prior, informed consent, keeping in mind community laws and procedures as well as customary use and exchange. The Nagoya Protocol entered into force on 12 October 2014.

International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA)

The Treaty was developed by FAO. The objectives of the Treaty are the conservation and sustainable use of all plant genetic resources for food security and agriculture, and the fair and equitable sharing of the benefits arising out of their use. The Treaty puts 64 of the most important crops that together account for 80% of the food derived from plants into an easily accessible global pool of genetic resources that is freely available to potential users in the Treaty’s ratifying nations for some uses. The Treaty ensures that access to genetic resources already protected by international property rights is consistent with international and national laws.

Connectivity 101: Ecological connectivity for people and planet

Connectivity 101 is a free, self-paced course provided by the Wildlife Connect Initiative – a partnership of the World Wide Fund for Nature (WWF), Center for Large Landscape Conservation (CLLC), IUCN World Commission on Protected Areas – Connectivity Conservation Specialist Group (CCSG), and Convention on Migratory Species (CMS), designed with UNDP’s Learning for Nature.

Connectivity 101 teaches the basics of ecological connectivity conservation. The course will present general and replicable best practices for connectivity conservation and context-sensitive case studies worldwide. The course will focus on an audience of conservation practitioners but will also be accessible to a general audience. A certificate will be awarded to those who complete the course. Currently, the course is offered in English. Translations to other UN languages may be available in the future.

Framework for Ecosystem Restoration Monitoring (FERM)

The FERM framework was developed by FAO to support countries in reporting areas under restoration for Target 2 of the Kunming-Montreal Global Biodiversity Framework. It is the official monitoring platform for tracking global progress and sharing good practice for the UN Decade on Ecosystem Restoration. It includes the FERM Guidance which provides information, a geospatial platform, and a registry of restoration initiatives.

Global Taxonomy Initiative

The Global Taxonomy Initiative (GTI) was established by the CBD to address the lack of taxonomic information and expertise available in many parts of the world, and thereby to improve decision-making in conservation, sustainable use, and equitable sharing of the benefits derived from genetic resources. The GTI was developed by governments under the Convention on Biological Diversity and is implemented by governments, non-government and international organizations, taxonomists, and institutions.

The GTI is specifically intended to support implementation of the work programmes of the Convention on its thematic and cross-cutting issues. The Guide to the GTI includes an introduction, the programme of work, and links to further information. The European GTI Toolkit is a comprehensive tool that covers GTI topics in further detail.
